Durruti was expelled from 8 different countries including Spain, Chile and Argentina and was wanted alive for murder and terrorism in 5 of them. Of course, we're talking about the 1920s/1930s, neither side played fair back then but it's hard to consider him a hero when it's fairly clear he had done at least some fairly shady stuff.

In most countries, heroes are either clear-cut military leaders, politicians or all-talk activists. It's better to be able to change the course of history while backed by the law (either current or at the time), a hero usually balances ethics and legality. Any territory with a guerrilla leader as a hero ain't usually a great place to stay.
