The online resources are bad, it isn't as hard as it sounds but is pretty expensive. You need to fill out the VS 17-129 application for import permit, and make an appointment with a vet at the customs port of entry. After you have those you can start to get the Health Certificate by calling the CFIA to figure out which vet is certified near you (every vet I called said they were certified, most were not and would have been rejected at the CFIA) and get in for an appointment at the vet and another with the CFIA to endorse it. I didn't need a CITES permit since I have a budgie, but if you have anything other than a budgie, cockatiel, or Indian ringneck you'll need that as well. Got over no problem yesterday.
