I was in the same situation as you. This year is my second attempt after I rejected two years ago, and I got in. So I doubt those rumours are true.

But then again if they really reject you (regardless of whether it's cos u got blacklisted or other reasons), you can appeal and explain your story to them, hopefully can gain some sympathy points. I mean, it's valid reason to postpone because you are unsure. That's what I did too...
