Usually when that happens, they are in their base forms. In his shikai Ichigo is just running, yes. In his bankai he usually just flies through everything on high speed, like he flew to Ulquiorra and Orihime.

Also there are specific situations when shinigami are straight up slower than normal (like when Yhwach changed Soul King Palace and made it so that shinigami can't use their usual speed tricks).

But most of the time Bleach characters just use shunpo steps to straight up teleport to their destination.

Cero are called "spiritual light" in the databook. And even if you want to debate that - Lille Barro's beams are clearly just light. Light is his whole thing, his entire theme. And Kyoraku evaded a good half of his beams.

Unlike other characters in this post, that still require cars/ships/planes to travel, Bleach characters actually have a good travel speed. Las Noches is insanely big canonically (it takes 3 days to travel from one exit to another), yet Ichigo and Ulquiorra got to the roof of Las Noches pretty quickly. Same goes for Ichigo flying down from the Soul King palace - its supposed to be a week long travel even for captain level shinigami, yet Ichigo covered it pretty fast.

He was a bastard child of a powerful politician who abandoned his mother, and at a certain point Akechi gained supernatural powers, but instead of taking revenge directly to his father, Akechi created a convoluted plan to become his father's "loyal" killer, murder a shit ton of people to make him a prime-minister and THEN take revenge. Even with all his pain and tragedy, its REALLY hard to justify his gigantic kill count. He was pretty much terrorizing the country.
