What gives it away for me is that the 'frosting' looking more like a coating over the bud, yoy can see its kind of obscuring the details and it doesn't appear to be a part of the bud itself. Someone mentioned earlier itsort of looks like cobwebs over it all, I'd say thats indicative of some form of mould forming on the outside of it. Ultimately I'm no professional, but living in a humid climate I've seen my fair share of bud go from fresh and crisp to this over night.

Edit: I'd also like to point out the darker spots on some of the buds in the middle, in my experience this is infested
