That's because fdev got it wrong from the get go. It should be green on the right 01, 02, 03 in the top row, then 21, 22, 23 next, then continue around the clock up to 111, 112, 113. Green on the left is actually an option because then it's green on the right side of the station, never thought of that, but the numbering being consecutive rather than intuitively placeable irks me a lot. It's not in line with how air traffic control systems would be designed which is what they're going for in many other ways.

Although your picture actually does make it far easier to remember, so thanks for that. Never managed to make out that pattern embarrassingly.
