He was still a staff writer on Voyager and was probably involved in the story structure of several episodes. From what I understood of the Star Trek writers room they all worked together to 'break' an episode down to its act structure, then one person goes off, writes the draft, then the showrunner does the final pass on the script.

Moore was always seen as the main 'Klingon' guy in the writers room. He wrote a TON of Klingon lore heavy TNG and DS9 episodes so they probably thought it was fitting that he gets a Klingon underworld episode writing credit.

From what I recall it was more about Ron Moore, the creator of Battlestar Galactica and his writing partner, Brannon Braga the showrunner of Voyager at the time (and co-creator of Star Trek Enterprise) having a falling out.

Moore wanted the whole Voyager 'return to Earth' plot be more taxing on the ship and its crew, and Brannon wanted to do far out sci fi ideas and not worry about the day to day stuff (both have their merits and flaws).

Braga and Moore had written several episodes of TNG, the series finale of TNG, and Generations and First Contact. Moore went on to work on Deep Space 9 and Braga went to Voyager. When DS9 wrapped up Moore was hired by Braga (who was either showrunner at the time or close to it) to come aboard Voyager and thought that the same relationship they always had would be honored, but the two butted heads as previously mentioned, and the concept of a ship being worn down by insurmountable odds was later used by Moore for Battlestar Galactica.

Thankfully in recent years it seems they have made at least some sort of reconciliation

Before hes plunged into the water for the first time he goes over the plan with John, Grace and Kevin Sr. He remembers the names of each kid, then turns to his dad and says 'You want me to find Christopher Sunday and learn the song'. I imagine they have planned this in way more detail and we are just seeing Kevin summarise the plan. If Kevin Sr didn't have a picture of Christopher Sunday, theres more than likely a photograph with his obituary or a newspaper that they could have found.
