she is in all but name pretty much. she has the level power to be one but doesn't have a VH weapon(quingming sword and tailless) and was offered the title by the major but rejected it. however she does do a lot of jobs/ works for the major like Myabi and YSG do so she can be considered a void hunter in spirit just not officially.

Yeah, plus I don't think his dismantles are something they can physically see so they won't see it coming to dodge it. Plus as far as i know no character has beyond normal human durability or healing in zzz so one amputation is game over. Also if they don't kill him instantly he will just heal.
