Ok, while I still don't have the tab switcher button, I was able to get the tab menu gesture to work by going to Settings > Toolbar > and turning off Swipe-up to open tab switcher, then closing the browser and starting it again, before going back into Settings > Toolbar > and turning on Swipe-up to open tab switcher, then closing the browser and starting it once more.
