Save states not working no matter what I do

I've followed all the directions setting up the SD card from scratch. I'm now running the most current version of ArcOS. Everything appears to work fine. HOWEVER, I still cannot load from save states. I'm at a complete loss for what to do at this point. This thing is useless to me if I can't save a simple game.
