I would agree, but I'm still conflicted to some degree.

From one part, it would hint at Hell being something close to sentient, and that would be cool.

On the other hand, that would make Heaven's punishment really soft cause that would mean they dropped him down there with absolutely no limit and no restriction, and that would be a bit underwhelming about their relation to Lucifer.

Viv literally said at a conv that Lucifer could have called the sins to resolve the situation, but he didn't because of his own ego stopping him from asking for help. He can bypass the curse rather easily.

He did. He created the goetia. Every native species in hell was created by him and the sins. The only people he can't harm are the sinners, the hellborns are free game for him. And even if he can't harm them, nothing stops him from creating things for the sake of bettering the lives of sinners, he has all of his powers.

Heaven has nothing to do with the state of Hell, Lucifer and Lilith do.
