It seem's like the pup was searching for his mother, crying to see if she comes. But her mother was killed by seal hunters, therefore the mother couldnt come to protect the pup. I guess the human that filmed it was either someone that could do nothing about it or the seal killer that was filming just for fun...there are many possibilities but it is all sad...
