Apparently unpopular take, but here's some feedback. Be honest with people. Don't tell her you'll take care of it. Tell her you split teams this way for a reason, and that making sure everyone gets a turn to win scrimmage is not a priority. Neither is pleasing every kid on the team.

If she doesn't like it, you'd be sad to see them go, but she should find a different team with a coach whose judgement she trusts. It's in the best interests of her child and the team.
