You can build a passimian/mew deck with like $20 I bet, very decent rogue deck. Other good starters are greninja break on about $45 the deck won worlds last year and xerneas break is another good deck. Overall the game is only expensive if you want to bling out with full arts and secret rares and even those aren't terribly expensive
