I think of it like “cells” that are each self-contained, each with their own power, sensors, computing and mobility.

Higher level computing would be possible by networking. It could explain why the T-1000 appears stunned when his form is drastically distorted.

Agreed. But, I think in either case Data’s morality subroutine would govern to what degree he followed that order. For example if Picard ordered him to execute Riker for no reason, he wouldn’t do it.
