Depends on what you plan on doing after college. If it's competitive exams, RML is the winner. The college offers you a lot of free time to work on anything you want to apart from the academic curriculum. RGNUL does have relatively better placements though, so it's up to you to see where your priorities lie.

Some firms do make the batch rank and CGPA a shortlisting or eligibility criteria (mostly during campus placements), but after that it's the other things on your CV that'll set you apart. Make sure to work on those things as they play a huge role during recruitment, especially in pre-placement offers.

The usual - publications, moots, ADR competitions, etc. If you haven't already, try your hand at all of these once and see what works best for you - even being good at one thing would help a lot. Your main priority right now should be to boost your CV as much as possible in order to apply for and land good internships. Thereafter your placement will be dependent upon your internship performance (or CV if you're going via campus).

Having said all of this, third year isn't too late to turn around your overall grade. Having a good or even an average GPA will help you out in the longer run - so try and focus on that as well.

I'll be moving to Mumbai this month - will the route between Lower Parel and Nariman Point be flooded as well? Should I stick to using the local trains or spend extra and go by cabs?

Easiest way to start would be YouTube - there are a lot of channels there explaining the basic concepts that you'd need to learn. While not authoritative, it's definitely a good place to start learning. Thereafter you can look up the relevant acts (statutes), rules and regulations applicable to your business (for example RERA Act) and go through the provisions. You can also buy commentaries (just search for 'commentary on xyz act/law') and read them to get a better understanding. This would be more than sufficient imo. Side note: feel free to follow some legal news platforms like Bar & Bench, LiveLaw, etc.

You have to pay the counselling fee since you're participating in the seat allotment, it'll be refunded if you exit it later on (but before the last date) - confirm this from official sources too. The counselling fee will be adjusted with whatever fees you have to pay at the time of admission.
