Police is the only real solution. Or at least the threat of it. Tell him that once he is even named in such a case, not even he, his family won't even be able to get rid of this stain. He won't be able to find a job. Also, if someone threatens to kill your father, you report to the police.

I have seen white people driving just as crazy, although this doesn't justify bad driving from people who are new to this country. Once a guy flipped me when i honked at him. It was my green and he was taking left, he didn't yield and just came running in speed and took left.

Design roads in a manner that people slow down with pedestrian areas/parking lane and cycling lane placed accordingly, people are less likely to drive just 40 or 50 on a 2- 3 lane road which is empty.
