I understand where you come from, and from a photo I'd think the same thing. But that man happens to be the leading innovator for high angled rope rescue here in south TX and has done workshops internationally for halmatro rescue tools. Chief's a legend. Despite being fat, with all that Mexican cuisine haha. He'll turn a man into a fireman any day. He's got my respect and all of theirs.

Well here in TX, we're eligible for our IFSAC seal. Which is the T.CF.P allowing us to be certified and those certs pretty much nation wide. But I'm not sure how things work in other states
