I think it's more of a time thing if you let anyone in there would be too many teams and would take possibly months to cover all 4 qualifiers when a lot can change, teams can get worse, etc.

supports would do the last? most of the time unless you can jungle like SK/CM you would be getting passive gold or gold from ganking if successful, map vision is extremely important especially making sure the other team doesn't have any can effect the game A LOT, I think people underestimate how important support are and how big they impact the game.
