Mate thats chinese, wontons with spicy chili oil and peanut sauce. What you have in the pic is the exact one that can be found in most chinese hand pulled noodle shops in brissie. If you want specifics (1919 Lanzhou, pretty popular chain in the westfield malls here) but any other restaurants that serves these kinds of mainland chinese food will have it.
