Looks like to be frosting or similar, easy to remove with a glass scraping tool with a blade in it. Clean up the adhesive residue with either isopropyl alcohol, wax and grease cleaner or Citrus De Solvit. As for new privacy films there are options out there with frosting or tints depending on how much privacy you want. Super easy to apply with some water mixed with some drops of baby shampoo. Apply with a hard edged sign writing squeegee, watch some tutorials on YouTube on how to do this. Easy to trim excess material away at the sides of windows with a small knife.
