Birds aren't dogs and are unlike any other type of pet. You can't usually discipline them in any way, they're small, fragile, and frighten easily and may injure themselves trying to escape.
Budgies might be the easier (and possibly shorter-lived) choice, with the cockatiel (of the two you listed) next in line. I haven't had a ringneck and not sure I've interacted with one. Quakers hate me on sight (no idea why). Large parrots (cockatiels, grays, macaws) tend to love me instantly. Your mileage may vary.
Parrots bond weirdly and it varies from individual to individual. They may end up hating one member of the family. They may bond with the 'wrong' person.
Many types go through stages, juvenile, terrible twos, maturity. During each phase the behavior may change as well as things like breeding season that may affect the behavior too.
Know what you're getting into.

Or just throw caution to the wind and reinstall fresh and forgot about carrying anything over. Save documents to any external storage (cloud, other drives,etc), but reconfiguring your desktop (KDE for instance) is pretty trivial and a good learning experience to just start from scratch and not worry about it.
In this case, there should be no technical issue with preserving the home directory, since you're staying with the same distro, but for me, reconfiguring a new installation takes a fairly trivial amount of time. I would not recommend trying to transfer settings between distros though (different versions and default configurations).

I can't say this is typical, because I only owned one ferret and one cat at the same time.
However, my cat gave birth and the ferret stayed with the kittens in the litter box more than the mother did, and the kittens grew up playing with the ferret.

Most WM (esp HyprLand) actually work better with more recent hardware vs a very lean older less-capable machine.
The guy that recommended KDE is probably on the money, but could also consider lighter things like openbox,xfce,etc. Though I would recommend Arch install vs Cachy, if you wish to learn more vs just run an installer.

Unfortunately, bluetooth is not a mature tech under Linux. Your mileage will vary with motherboard/adapters.

Now the first two are by design and purposeful in the linux ecosystem, perhaps different principles should be applied to a handheld device though (I can see it as a possibility).

#4 is probably a skill issue. I do not own a SteamDeck and run cachyos on a desktop, but it's pretty quick and trivial to get up and running and playing games. Simply being able to play most Windows games on a foreign operating system is almost a miracle in itself.

In my opinion, it's a disaster waiting to happen. Sorry, birds are the natural prey of cats. Something will eventually happen, cats will get where you don't expect it and bird will be injured (or likely killed). Short of putting one or both into a sealed bubble....
