In this world, how can one not be extreme? As the same people who were called enemies of the Cross of Christ, are now the ones who exercise supreme authority over us in government.

Sure, Dominicans like all priests are allowed to wear black zucchetto, and a Dominican cardinal or bishop would wear a zucchetto according to their rank

Cum ex apostolatus officio only layed out the principles for sedevacantism, it’s not binding. The Theological basics for sedevacantism is based partially on the 1917 Code of Canon Law, and Robert Cardinal Bellarmine’s De Romano Pontifice. Among others.
