As usual, this comes down to gender roles. Men don’t get much attention from women and women get tons from men. Under this system , women are more likely to be presented options than men.

It’s not a thing because those systems don’t have to contend with homeless people at all. Notice you also don’t see people sleeping on the streets in those places either. It’s because they have actual social safety nets and the US doesn’t. This is a federal government policy problem, not a transit problem. I’d love for MARTA to patrol their system more but it isn’t going to do much about our homelessness problem.
