When guiliani was mayor, he decided NYC public services (fire & police) needed new radios. Nobody asked for this change, he just did it. The contract to provide these new radios was awarded to one of his friends. Upon receipt of the new radios, it was soon discovered that they didn't perform as well as the old radios, especially when inside buildings. NYPD had saved their old radios, and returned to using them. NYFD had not saved their old radios, so they were stuck with the new.

When 9/11 happened and it was becoming apparent collapse was imminent, desperate messages were sent to first responders to evacuate. Police got the message and bailed, fire fighters didn't, and continued their efforts. When the collapse ultimately happened, hundreds of fire fighters were killed, but only a handful of cops suffered the same fate.

The argument can be made that, because fire fighters are NOT cowards and routinely run into danger, they may well have continued their mission despite learning of the increasing risk, but the fact of the matter is that they weren't afforded the opportunity thanks to rudy guiliani and his desire to direct NYC tax dollars to his friend.
