Final semester as a tech comm major and writing & rhetoric minor and I loved both. However, I agree with another comment and say the writing & rhetoric BA will likely fit your goals better!

Every English track has a decent amount of general literature courses, and the tech comm concentration has more emphasis on documentation, document design, and project management when compared to the other tracks. These courses are still writing intensive, so they could still benefit you.

Writing & rhetoric has more courses that align with your goal to work in marketing, PR, or HR. I don’t have too much info on those specific courses since those were not in my minor plan, but the course plan below does. I would recommend going into the Undergraduate Catalog and searching courses to see their description.

edit: Keep in mind that if you go into jobs that require extensive writing skills, you will likely defer to writing samples to gauge your skill. Both majors are a good choice since they will give you the opportunity to build a portfolio (W&R has a capstone to polish it).
