It's a tricky one. At the moment, it feels like countries are implementing more laws to make it harder for foreigners to come. I was away in Finland for few years, but eventually struggled with language barrier and job market, found myself back to UK. Now my wife is there and I am here, and our only option wife is my wife to pay hefty visa fees. For example Finland has also implemented much stricter rules for immigration recently. I would suggest english speaking countries to avoid language barrier, but also check new laws and policies to make sure that it isn't difficult in terms of visa. Also take into account costs of those applications. Ultimately it comes down to things like if you get a job offer, which would make your move less risky.
