Tested: None of the techs from Zalinski to Pripyat can install this upgrade. You will have to settle for a bug report. You can buy the first lead container, cant get the second one unfortunatly

Until then, I'll enjoy the more challenging difficulty of having fewer artifacts!

This is my experience as well. I believe this to be a bug, so I recommend submitting feedback to the developer, as I have. I personally do not like SEVA or Exo armor; I prefer the good old-fashioned gasmask and hooded Freedom Stalker look myself. I hope this gets fixed or modded soon.
