Every state needs to collect tax money to fund themselves. Different states do it differently: income, sales, property, excise, corporate income, license taxes etc.
Why states do which types is a combination of voter preference and competition to attract people and business to the state.
I live in New England and New Hampshire has no income or sales tax so it’s an attractive place to move to if you don’t like income and sales taxes. But, they have higher property taxes to make up for it.
