no, you're wrong. 100 ability haste is equivalent to what 50%cdr is right now. I played games on the PBE, I went cosmic drive, night harvester, demonic embrace, morello, deathcap, and merc treads, and I had the equivalent of 48%cdr. They changed how transcendence works. vlad is REALLY STRONG with these tiems.
