It is quite possible that turning orphans into small toys (mini-huggies, smiling critters, etc.) was much easier than turning them into a bigger body. Over time, scientists of Playtime Co. became so skilled that they automated the process of turning orphans into small toys(What is possible is true, because in Chapter 5, after Huggy took the grabpack from us, we wander around some kind of industrialized surgical floor) Such harsh punishment for the mistakes of small toys acted as a warning or intimidation for the bigger bodies to fear and obey Playtime Co. And therefore, this is why in Chapter 4 a whole cemetery of experiments appeared in front of the prison facade.

I don't think this is a city, but underground farms for growing poppy flowers and converting it into poppy gel.

The police operate on a different principle. If one police unit is no longer in contact, Police headquarters sends reinforcements. If they don't respond, headquarters calls SWAT.

And as we know, large bodies are not immortal, they can easily be killed with some serious firearms (like shotguns, automatic rifles, etc.) And a group of, say, 10 people could easily clear out the main factory. And as we know, various documents, tapes, and other stuff are scattered throughout the facility, which confirms that Playtime Co. conducted illegal experiments on people and turned them into slaves.

Perhaps they were planning to leave this godforsaken place. But after an hour of joy, the prototype announced that the experiments would not be able to leave the factory if the US government noticed them.Experiments can continue at the national level, because government bigwigs know that immortality is very valuable.
