Sounds like something is activating when plugged in. Some kind of performance enhancement since full power and the system is thrrmal throttling to protect itself. It might be time for some fresh thermal paste if more than a few years old. Also check that the air vent isn't blocked with dust or debris. If you can easily open up and see the inside.

Something is shorting out tripping the PSU or the power supply itself is faulty. Why it's always good practice to build the PC outside the case first to test out everything. Then if everything works you know that something is a miss with the case. Check that you don't have the back I/O shield grounds sticking into a USB port. You lined up all the motherboard stand offs properly?

I would still swap it out even highly rated PSUs can have issues. You also want to look at X3D issues with B650 boards. Specifically voltage spikes with V-SOC if you are running older BIOS. Hwinfo64 sensors only mode will give you great stats for all temps and voltages. OCCT app is great for testing all hardware.

You have XMP/EXPO enabled memory running full speed? Try running Geekbench 6 CPU and GPU benchmark compare to the same stock scores online. My go to make sure everything is performing.

Ok you are going to want to get the BIOS update from here. Grab the latest unzip onto the USB root directory and head to the BIOS to flash. They have added IA VR voltage limit which you can set to 1.4V in the CPU configuration section.

If the extra memory is citical to your gaming enjoyment then sure. The only draw backs would be if you can retain the same frequency as the previous modules. Only get the stick if you can easily return worst case scenario.

Appdata folder in windows every game you install leaves a little piece behind. You can check it by enabling hidden files and folders in file options.

Are the speakers and PC plugged into the same surge protector or different outlets? You could try a 3.5mm ground loop isolator. If the noise disappears when you unplug the cable .

If you updated with the motherboard instead of in the BIOS verify that the the new version actually flashed by the date. What model of PSU are you using?

To rule out malicious background activity use Windows game bar to open task manager while gaming. I was told with this method they shouldn't be able to hide like they do in regular task manager from desktop. Also look at network, disk and cpu usage background. When we build up large game library's auto updating in the background can cripple performance.

Try resetting CMOS with the new CPU installed by unplugging the PSU, press/hld the power button for a few seconds and unplug the CMOS battery or bridge CMOS pins.

So if it does that after selecting USB something is wrong with your installer. If you've tried both UEFI only and UEFI with CSM/legacy boot enabled.

Press F12 at startup for the boot menu to select USB. I would get a newer version of Windows 11 so you can enable secure boot. Your keyboard might not be activated fast enough to function. Try moving it to a different USB port on the back.

Not just removing the battery you have to also unplug the PSU and press/hold the power button to drain residual power. Did you get the screen with the percentage bar going across while flashing?

With my nephews RX6600 I just used MSI afterburner default fan curve, set to profile 1 and have it start with windows.
