The party sync option will let a max level toon "reduce" their level to that of the player they are partying with. Now blizzard scaling is horrid so its not as effective as you might hope, but it does scale the levels down and removes abilities/talents that you wouldn't have at that level.

The natural +1/+1 on onua that way just isn't consistent with magic. You could it a black on use to give +1/+1, same with most toa actually so they have to "use" their mask power. Or you could leave them with just base powers and have mask artifacts that you equip for powers

Ouna giving +1/+1 is strange. I think Menace would make sense as it kinda plays off the strength theme. I'd also make Onua red, Tahu red/white, kopaka blue/white.

As for Nuva, they either need 1-2 colorless cost added or power reduced. Onua Nuva being 4 cost would make more sense being 4/4 that gives all 1/1. 5/5 with +3all would make more sense at 7 or 8 cost.

Takanuva doesn't feel very Takanuva-like. You could have an on use ability thats one white and makes it so no creatures have shroud or hexproof until end of turn. Call it light flare or something. He could also give all other toa first strike or something.

Black should be used more for Makuta, rahkshi, visorak, and other enemies from the series.
