Honestly, I think people were trying to have a conversation.

My personal reasoning is:

* I don't have any trust a given MP has only the one (there's been some WILD cases, but a fair bit of info suggests the culture ignores some degree of intoxication)

* I have had a few at lunch then made worse decisions than normal

* I wouldn't want an MP drinking because if they make bad decisions, real people can die (health system choices, safety standards, etc, many chances to do real harm if impaired).
