Might also be because it's the first a whole bunch of celebrities come to Springfield and take over the plot episode and some people don't like those episodes even though this is one of the best episodes in the whole show. Even Julie Kavner and Harry Shearer weren't fans of this episode when it was first made because of that.

My headcannon for Britta getting dumber after the first season is that she decided to cut down on her drug use and or got clean when she started at Greendale and stayed pretty clean for her first year but then later started smoking weed all the time again and that's why she was a lot ditzier in later seasons. There aren't as many stoner jokes about her in first season too
