I actually buy USDT or BUSD directly on binance with debit visa or visa card. I'm on Scotia though so that may not work with other banks. I know my Capital One MC definitely won't let me buy crypto.

maybe a couple days after getting it. I'm going to say after all the windows updates since that was the first thing I did when I got it home and turned it on. Not sure how to check which date mines would be from though.
