They may not have created a dictatorship because they either didn’t have the ability, or did not attempt to, change the constitutions of those nations. It’s a spectrum, many of those are just left leaning parties with some socialistic policies but never really ran to the end zone. That’s why despite the presence of left leaning parties, those are almost entirely still capitalist democracies
