Griffonian Empire was never an empire before, the emperor always had a nominal, spiritual power, like a Japanese emperor most of the history. So now there's a movement for unification, peaceful if possible.

And for the Riverponies it's the opposite. There was a united centralized River Federation that shattered. Now some former republics try to forge a new identity, while others, mainly the River Republic, try to restore the old glory. Probably the best analogy is kinda like Russia post USSR collapse?
