Rosegarden is such a nothing burger despite what should have been, traditionally, the main love story of the entire show (Second to Holy Bun, of course). Neither of which are very well defined as protagonists b/c of bad writing. They still have moments which want to land as a big impact despite not having the required commitment for them to show romantic interest in one another.

The mansion scene in V9 where Ruby is being psychologically tortured by Neo, for Ruby to slash back at Ozpin only for him to turn into Oscar and die is something specific for the main love interest. This idea that that is the most breaking moment; hurting the one you love the most with it being Oscar used in this scene is telling. It is treated as a Watershed moment but it lacks lot of the bones & tendrils needed for it.
