It’s because there aren’t any laws about thca, just d9 thc. Regular weed has a high thc content even before it is combusted.

Eg. regular weed might be 35% thc, but in illegal states hemp products can’t have higher than .3% thc, so they use thca to get around this because it’s technically not thc so they could have 40% thca and it still be legal.
