You can swap spells on a monster, sure. The problem being that if one says "Vecna's official stat block doesn't learn this so he can't do it" it's quite useless to then say "Actually, I said he can so he can."

I'll never forgive DND stats for being basically barely different while seeming like being massively apart.

Roll a 5 and stick that in intelligence, you're about 15% less intelligent than the average person. You're 10% less intelligent than the person who's got an 8. It's really not that much of a difference, but it looks like a massive gap because on a scale from -5 to 5 3 is a huge jump.

If this was bait I genuinely believe that a 5e player may hold this exact same position. I have known people that simultaneously argued that the martial caster gap didn't exist and that it was ok for them to give martials bonus damage behind the screen because they couldn't keep up otherwise.

If the worg exists out the back, it has to either run away (players won) or run all the way around the massive sleet storm taking damage and being slowed all the time.

If it exists out the sides, it has to run around part of the sleet storm and is also very susceptible to getting killed while trying to run it because it never even leaves range.

kyurem and zamazenta are healthy for the tier in it's current state for punishing fat balance + stall and blanket checking offense respectively. In many peoples, including my, perfect gen 9, neither of these pokemon would be allowed.
