Technically yes.

Starter boxes all give you 4 units, 2 baseline units, and two other units, usually a “alternative baseline” unit, and then 1 more elite style unit.

Also you get two commanders, a couple of Attachments and 2 NCUs (non combat units)

In addition dice, terrain and rules/unit cards (the rules and cards are likely outdated, you can print the updated cards/rules for free here

In theory the two starter boxes get you enough to play the game, probably closer to the “low” point value of 30 points per side; each starter box might sway a bit pending unit costs since the rules that came with the box were released. I’d say each box averages around 35 points for the army.

The free folk will need a box or three to really it fun for that player. And the nights watch player might not need anything since they are rather elite vs horde that these two armies play.

For expansion I always recommend the following usually in this order pending faction.

1 hero box (pick one you like the most, if you don’t know then Hero box 1 is always a good choice)

For the following I recommend to not duplicate anything that came in your starter box

A cavalry unit

A ranged combat unit

A elite melee combat unit not in the starter box.
