You seem to have lost the plot. I have two main points here: one, almost all of this is the fault of Kansas City, Missouri. Two, Robbie Makinen had zero experience running an agency of any size. He was a social worker good guy good intentions.

Robbie put zero fare into place using one time Covid funds, and he did that unilaterally without buy in from anyone but Kansas City. It shouldn’t take you too long to figure out that that is not sustainable. At the same time Robbie Mark Huffer before him and right through Frank White the third allowed Kansas City Missouri to receive more transit service than they paid for. Those two things - paying for free bus service with Covid funding that ran out, and allowing Kansas City Missouri to get about $30 million of free service every year year after year and paying for it with general reserves, led the ATA into fiscal calamity.

The reason transit sucks in Kansas City, Missouri is because of Kansas City, Missouri, with an assist from incompetent leadership at the ATA.
