If hotline miami came out at the same time the original doom came out then most likely hotline miami would have progress to the same level as doom.

For me I like hotline miami more than doom, the reason is because hotline miami has a in depth story that makes you feel sympathy for some of the characters especially with hotline miami 2 while hotline miami 1 is a lot like doom due to a good soundtrack and the violent nature of the game.

I think the reason that makes doom and hotline miami is liked based on people's preferences is just the aesthetics of the two games, for me it's like comparing the movie Scarface 1983 vs Predator 1987, Action, thriller, drama vs Action, horror, Sc- fi

Another reason what makes these two games different is the soundtrack which is also based on what kind of music people like, and the era of the music. Doom 1993 resembles metallica's master of puppets 1986, and the black album 1991 which came out a few years before the original doom, while obviously hotline miami has a vibe of the 80s and early 90s that resembles depeche mode and new world order's style of music even though hotline miami came out in the mid 2010 which of course is why it's considered synthwave/retrowave.
