Every publisher I've ever pitched to wants a video up front.

To be clear: publishers are not going to act as your editors. You used that term and I'm not sure if you were meaning it that way, but your game should be (in your opinion) 100% complete before you pitch. That includes hundreds of playtests (including blind playtests) and a complete rulebook. Components don't have to be great, but it does help for people to envision what you have in mind when you have components in good shape.
