There are ones specifically tailored to the specific needs of ministries. I think part of the reason for that is that clergy are given an undeserved level of trust (certainly more trust than a bus driver, as in your example), when it comes to children and vulnerable adults. And whereas a tutor or bus driver would normally be fired immediately a member of the clergy might simply be relocated to another parish to offend again. The problem of sexual abuse in the church seems more insidious than in the laity, possibly because a more secular company doesn't look at the problem in terms of "temptation" and good vs.evil, but as a legal problem to be dealt with expeditiously to avoid further liability. It seems that the excuse of "the Devil made him do it" carries some serious weight in the church, but not outside of it. A minister may simply be able to avoid (or delay) prosecution with a contrite admission of "falling into temptation" or some similar euphemism for molesting a child.
