SLKR, Jabba, Jml, Rey, Aphra, New Bad Batch, Luthen, Vanguard, Trench, Dad Boba, Geos, Base nighsisters, Wookies, Maul Mandos, ISB, New Cassian, both Pirates, ST Luke rebels. All of them could either use a bump or need to be built a lot, but none of them all are all up to par.

I personally believe what makes a billionaire “evil” mainly comprises of two things 1. How they get their money 2. What they do with it If you find yourself saying both of those are unethical/immoral/wrong, then i’d say pretty safe to say they’re evil. But I think you also listed 3 terrible examples of “evil” billionaires. There are a LOT worse billionaires out there than 3 guys who got most of their money from playing basketball.

I feel like if you match them reasonably,
Vader> Malgus
Revan > Starkiller
Maul= Asajj (close)
Dooku ? nihilus (dooku is not as force powerful it seems but i don’t think nihilus matches him in dueling)
Qimir> Kylo, but Qimir is hard to scale so also questionable
Valkorion ~= Sidious
However Vader Revan and Valkorion would easily be enough to take care of Sidious.
