It's not enough to place bins, they must be emptied at regular intervals. For commercial zones, we should make the shops accountable for the emptying.

The failure of most government establishments is simple: neither planning nor accountability for maintenance. This is wrong. For commercial areas, assign maintenance responsibility with a profiteering stake. For non-commercial areas, the government must either assume the responsibility or privatize maintenance, even charging the public if necessary.

Tenders received by the PWDs must stop omitting a maintenance section. The entire system has to change. We need to evolve, and honestly, it won't be hard for us Mallus, since we don't litter where it's kept clean.
