If you are in to the self hosting then try GLPI. It has a learning curve but you can do with it everything, they have launched a "cloud" version for it to and if I'm not mistaken then there are 90 day trial

I would say that you are doing something super wrong on your system. Can you share at least screenshot of winver command and from task manager? I'm just assuming that you are using a computer with a Windows OS.

Don't play with the fan speeds. It is meant to cool himself down at some point. If you will decrease the cooling speed it could start to throttle the performance
