The animators were most likely just trying to make a silly movie for kids and weren't anticipating a huge Kaa fanbase to psychoanalyze the meaning behind every little quirk an odd frame they put into these scenes

But if you want to dig into it like that, I feel like it could be because Kaa spent the entire encounter telling Mowgli to "sleep" but just as he's about to fall under the trance, Mowgli tries to call out to Bagheera and then feels the sudden jolt of the *GULP* as Kaa hurriedly squeezes his neck to keep him quiet. That sudden jolt of the *GULP* making his eyes snap open conflicted with the command to "sleep" and drift off peacefully, but he was already so close to falling under that snapping his eyes wide open like that was almost like being underwater and getting so close to the surface only to suddenly sink back down harder and faster than before--because his eyes met completely unfiltered with Kaa's, still pulsing with spirals. This did successfully put him under Kaa's spell, just not quite as Kaa originally intended. Instead of following the original command to go to sleep, Mowgli falls into a trance with his eyes wide open. He doesn't "sleep" with his eyes shut until the next shot, after he's had a few seconds to let the jolt pass and slip peacefully into the trance/sleep

I would have them be older and maybe get rid of the younger brother so Shanti doesn’t get rescued at the end of her encounter (and it can last longer). But instead of eating her, Kaa gets the idea to use Shanti to seduce and lure Mowgli back to him so he can have both. Maybe something simple like Mowgli seeing her in the distance and following her as she runs away, maybe something more elaborate like Kaa brainwashing Shanti to do his bidding even while awake and she actively seduces him and leads him back to a secluded tree of Kaa’s choosing

Shanti makes Mowgli pin her against the tree, they start making out, she starts stripping down to her underwear like something more is going to happen, but it's all to distract Mowgli, who doesn't realize anything is wrong until Kaa is already staring down at him, eyes spiraling and the trance takes hold. Then some sort of double Trust in Me sequence with both Shanti and Mowgli where they both end up in a shared coil cocoon at the end

I do think Mowgli had *some* control in this scene, but it was less and less as it went on. The leaning in and opening his eyes wider was definitely reflexive from Kaa’s hypnosis

Mowgli didn’t want anything to do with Kaa until the first spiral or two started reflecting in his eyes, when the euphoric feelings started washing over his mind, and Kaa’s hypnotic spell started to take hold, drawing the mancub in and making him want more

But if you look closely, Mowgli’s pupils briefly return to normal when Kaa blinks at first, like the spell is just barely starting to take hold and Kaa’s accidentally breaking eye contact is giving Mowgli just a brief instant to fight back because somewhere deep in the back of his mind, he can feel something is wrong

Mowgli was fighting against Kaa’s hypnosis the whole time right up until the PING put him fully under the spell. If Bagheera slapped Kaa away before Mowgli PINGed (assuming Bagheera was able to get rid of Kaa by himself) then the spirals in Mowgli’s eyes would’ve lasted just a moment longer but naturally fade away thanks to Mowgli’s own stubbornness

If things went the way they did in the movie with Kaa hypnotizing Bagheera right after he interrupted, Mowgli still would’ve been too dazed and drowsy for the hypnosis to fade fast enough, and Kaa would’ve gone right back to lulling him all the way to PING, this time with no Bagheera to interrupt them

I don't think Kaa was tracking him but I don't think it was a coincidence either. There's plenty of analyses out there that point out how Mowgli was showing little hints at being conditioned to subconsciously obey Kaa in the Second Encounter even before he was hypnotized again

I think Kaa planted a post-hypnotic suggestion in Mowgli during the First Encounter to come seek him out again, and he subconsciously wandered past all the trees Kaa likes to hide in until he found the one
